IRC stands for Internet Relay Chat. Put extremely simply, it's a chatroom. The advantages of being in IRC are being able to talk to the PR community live, get help, ask questions, or even talk to a PR Developer directly and tell them how awesome they are. You might also see certain things there first

now nobody play in servers cuz everybody stay in main and use chat server for spam and stupid questions what will be new maps,there is a new grass in 0.85 ,vs who gonna fight russians ,no play until friday come (T and T server tuesday evening)
